No Down Trim

I have what seems to be a similar situation but not exact.
My motor is a 1999 - 90hp Merc.
After my last outing the motor will only operate in the upward direction. I have attempted to tilt the motor down at both the throttle control and also on the motor control. There is absolutely zero response when pushing the Down control direction. No pump sound...nothing.
I checked the electrical up-down switches and each look good.
Any ideas what to check next?

Check your connections first make sure that are all clean. If it works one way and not the other it may be a solenoid. Switch the blue and green wires on you solenoids and see what happens if it then goes down and not up then you have a bad solenoid.

Gee, a 1999 motor likely has relays instead of solenoids. Relays pair with a 2 wire motor. Relays provide ground to the motor when not energized, whereas solenoids provide an open circuit to the motor when not energized.

Both provide +12VDC to the motor when energized. So relays cause a reversal of polarity in a 2 wire motor causing the up and down spin of the motor.

Solenoids cause the motor to spin both ways, via an extra winding, in a 3 wire motor.

Swap the relays, and see if Down works, and Up stops working. If so, buy a new relay.

If that doesn't fix it, you will need to troubleshoot the circuits.
