No electric getting to engine

So in my quest of rebuilding my Volvo penta aq131d I’ve hit a snag. I rebuilt engine with new parts that had been seized and am confident it will run great. Issue I’m having is when I turn key nothing happens. The gauges show the battery has a full charge and lights, horn, and various other components work fine, but no evidence of power getting to starter or engine at all. Could it be as simple as a fuse? Is there a fuse box located somewhere? Maybe a bad ground somewhere? Gauges flicker back and fourth when holding key in the on position as far as it will go but nothing else happens. There is a “system charged and ready” light that does not aluminate so I’m assuming it doesn’t recognize power even though battery has plenty.

Yes there should be a main fuse, and might be a in line type. Might also be the key switch or bad connection. Use a voltmeter and see if 12V is at the key, and when turned to start

I have a 131 diagram but its hard to read and the 165 and 170 is easier which is attached

Just for kicks first check the yellow/red wires coming out of the control box then check the same wire on the small relay near the starter. Those relays are known to fail. A test light is probably all you need to check these circuits.

In the shifter the Neutral Safety switch might need attention?
Try moving the shifter as you turn the key??
I don't think the AQ131 had a fuse in the system.
They did have a fusible link, but this doesn't stop it from
running.
Test light?? Have someone at the key and try the connectors
on the starter as the keys turned??

if you have power to the dash, start at the key switch and work your way back thru the MOB switch and neutral safety switch

check the trapezoidal shaped plug. the connectors come loose.
