no fuel on startup

I have a 1979 200 hp mercury outboard motor that doesn't get fuel to the carbs on start up. I can put a little gas down the carbs and she starts right up. If press the choke in on startup gas comes out of all three carbs. The gas pump gets hard. I have brand new battery, starter fresh rebuild, rebuilt carbs lasts year new plugs, all new battery cables. I'm only getting 9.6volts when starter is cranking. Once she is warm she will start and run like new. I am getting sick of putting gas down the carb to get it started. what would cause this problem? If anyone can help it would be awesome.

9.6 volts is still a sign of a poor connection somewhere between the starter and the battery, check back along the cables to see where the drop begins to isolate that problem. Possibly the contacts within the relay/solenoid.

Cranking speed can be affected by the voltage drop and contribute to the hard start condition.

Gas coming from the carbs when choked is a sign that fuel IS in the carbs, but a slow cranking speed may not be sucking an adequate amount in to fire easily.

If air/fuel is being pushed out the front of a carb I would suspect a leaking reed valve which will also contribute to a hard start.

Look closer to see if any air is being pushed out the front of any carb.

Here again, slow cranking speed may not cause enough crankcase pressure to seal a slightly leaking reed valve making the motor harder to start cold.

Check the voltage drop, cure that and if the starting condition does not improve then I would suggest inspecting the reed valves.

I agee ith Charlie as that is too much drop... also this much drop can cause choke flaps not to pull fully shut during cranking....
