"No giddy up and go??"

I have a 1984 Evinrude 75 hp. I had the powerhead rebuilt and the carbs rebuilt. It is still in the break in period and I am running heavy oil/gas ratio.
If I easy into the throttle it will go. If I goose it it boggs down. Any Ideas what is causing it? Is it the heavy gas/oil ratio?

Any help would be great

Has it run like this since the rebuild? Who did the rebuild and did they check it on the water? It's definitely not the oil/gas.

This is the problem i'm having after the powerhead rebuild and carbs rebuilt
It is still in the break in period and i'm running about 30/1 oil/gas
