No high pressure from FSM

Hi all
I have an issue I can’t figure out. I received a alarm on my 2013 Mercury 115 EFI four stroke saying the lift pump is bad. After second set of both low and high pressure pumps, seals, and pressure regulator it is still not starting and I don’t believe it is building pressure. I bench tested the pumps and they both are working.
Anyone have any ideas?

Update:
Put the old high pressure pump on (it was ok but was going to replace it since I had the FSM out and apart) and started up right away. Now I get the 207 alarm again with the new lift pump. This is the second one I have tried. What are the chances that two new pumps are weak?
I hooked up a line straight from a gas can without any filter and seemed to run good but when I put it back with the filter going to the boat tank, it wouldn’t pull the fuel. Any thoughts? I ordered the same brand (Walbro) lift pump so will try that next.
Anyone have any other ideas?

UPDATE; Well finally got it working as it should. Three (3) bad after market pumps, who would have thought!
After putting in my old high pressure pump (was ok, just thought I’d replace while I had it apart) and ordering the Walbro lift pump (same brand as what came out) I could actually see the fuel come in when the lift pump kicked on, started right up and ran great for quite awhile.

Advice to anyone who needs to replace pumps in the FUEL SUPPLY MODULE, order the same brand that comes out, these others obviously do not build with the same specs!
