No ignition, no lights, no power to panel

1989 Four Winns 285 Vista. Perko switch on but still no ignition, no instrument lights. Tilt on outdrive works from dash. Can jump at starter solenoid and engines turn. Is there a fuse that will prevent key ignition and if so, any guesses as to where it is? Thanks.

There is a fusible link down near the starter that may have blown.

Have you recently connected your battery backwards by accident?

I don't believe so but when hooking the battery up my open end wrench touched the engine pulley and caused a strong spark. Could this have shorted the fuse?

It shouldn't have but I would now check it.

BTW, connect your negative battery cable last and you won't have the short circuit issue you had. When disconnecting the battery always disconnect the negative first.
