No Neutral under power

Hey Guys,

Need some help please. I have a 1986 Bayliner Capri with a 3.0L OMC I/O. Boat runs great other than I cannot put in neutral under power. When I power down to idle speed (in gear) I cannot put in neutral. As soon as I cut the ignition off, it easily goes into neutral and I have to fire it back up. I have even perfected a system of cutting off ignition-putting in neutral-and turning ignition back on without having to restart the boat. Would like to get this fixed, so any and all help would be appreciated.

Check your esa system, it is not working. Have a manual?

I don't have a manual (will get one though) and what is an esa system. Sorry to sound so ignorant, but I guess thats the only way to learn.
