No power at full throttle on 82 Mariner 60HP

I just finished cleaning the carbs and replacing the coils on my mariner engine. It did not run constant before I changed the coils and now it does (I was told it was a weak coil so I replaced both)
I took it out on the water today since it seemed to run nice in my driveway with the muffs on. Turns out when I have the throttle all the way pinned, the motor only goes what feels like 1/4 throttle. I checked the linkage thinking that was the problem. everything bottoms out when the throttle is put all the way down. Is my carb not set proper? the engine would idle fine and run fine, just wouldn't produce any power.
Is my timing not advancing when it should? It did not sound like it was misfiring, just seemed like the gas was only pressed 1/4 way.

Is the primer bulb collasping? Is your fuel tank vented? Good fuel?

Try having someone pump the primer bulb while giving it full throttle. If this gets you up to plane then it is your fuel pump at fault and it needs repair.

Assuming the carbs were reinstalled correctly and the linkage is connected (do butterflies appear to open the same amount?), my guess is:

1) a float/needle valve is stuck closed and you not getting fuel through 1 carb. I had this happen after cleaning my carbs. Somehow the float was stuck after I reassembled it. I took the carb off, took it apart, reassembled it and everything was good. I found this by looking into the carbs while the engine was running. Briefly advance the throttle. If you are running on the muffs do this only for a brief moment. As you quickly open the throttle, you will see droplets of fuel coming from the little nozzle sticking up in the middle of the carbs throat. If you don't see any, there is a problem.

or

2) Not getting spark on all cylinders. Easy to test with a small spark test light. It is inductive and can be bought at Sears or other places for a small amount.

Us amateurs can't "hear" these issues running the engine in neutral or on the muffs.

Re: No power at full throttle on 82 Mariner 60HP

thanks guys I'll try this on the weekend. Can I run it at full throttle if I put the engine in a barrel? that way its like sitting in the lake. I realize this is like a redneck style but I can't keep pulling it to the lake to troubleshoot.
Yes the linkage opens fully when at full throttle but I will check the carb needle valve and the fuel filter.
