no power to the starter solenoid ferminal

2006 Johnson 9.9 4-stroke Model # J10TE4SU Serial # 22038604 The small wire that goes to the starter solenoid terminal has no power to it, that is why the starter won't turn over. The neutral switch checks out ok, and the fuse is ok. Any ideas? Thanks...
