no power

i have a 1977 dixie bass boat. I have no power to any lights or bilge pump or anything. I do however have current to my voltmeter on the dash. The motor has power to it. I have checked all in line fuses. I have tried jumping a hot wire to the lights and still get nothing. I am leaning to a bad ground but unsure. what could be my possible solutions? Thanks in advance.

since you have a multimeter, what is your voltage to ground at the battery, first of all? secondly, how much voltage at the dash? we need not worry about current, currently.
