No Power

I've got a 1992 60 hp mercury (ser. od128522) that will not take any throttle past 1/4. Engine starts and idles good. Stator and Trigger check good. Stator has been upgraded to a red stator. Installed a new fuel pump kit. Removed carbs. and cleaned, all jets were open. Checked all fuel and vacuum lines. New spark plugs. I can get the engine to open up if I go in very slow with the throttle and bump the choke a couple of times.
The timing screw is turned all the way down to the stop! If I move the timing, the motor will not run. I want to think it's a fuel problem, but I don't know what. What am I missing and what do I need to check next.

How did you remove the flywheel when you replaced the stator?
