No Power

Have 2 problems,my evinrude 5.5 fisherman loses power as soon as it is in gear.It will run at trolling speed only. When it is in nuetral it will rev up completly.I have changed plugs and pumped the gas line while it is running.Have also changed lower gear oil. Part 2 can someone tell me the year #is 5524R-06831<br />Thanks.
