Yes it should be rotation horizontally. There is an arm on the bottom of the tower that sticks out for the cable end to connect to that makes the tower rotate back and forth. The arm on the top of the tower is connected to the magneto setup that advances the timing and opens the carb via linkage. <br /><br />Mine was twisted into right under the widest part of the tower where it sits on top of the bushing (right at the cowling grommet). All it would do was wobble around. That's how I knew to disassemble it and look at what my problem was. <br /><br />No, not saying you will get prego from it, but you will need to hunt for a local "used parts man/gal" in your area as, if I remember correctly, one such source told me they were no longer available new. But there are bookoos around as they fit all sorts of models even with the part number being different. Just take it with you, if that is what is wrong, and match it up!!
