No Reverse and propeller slowly rotates on neutral

Sorry Jerry. I have attached the two different kits. Not sure if this will help. I am still trying to find a used lower unit but it's hard and expensive. If I don't find it, I think it's worth repairing the one that I have if that's okay. Thank you

18-2626 the one with the gaskets is for the newer model.
95 and up.
The other is for 94 down.
The lower unit from 95 and newer will work.
