No RPM higher than 2000 when in gear. what is it?

Just rebuilt 98 Mercruiser 350 EFI Magnum w/new manifolds. Everything is brand new (spark plugs, wires, engine parts etc.). But did not work on fuel system.

when in gear, does not go above 2,000 RPM. in nuetral it revs up just fine. what could it be

Since I've been adjusting my shift and throttle cables this weekend, this pops into my head: is it possible that when you rev it out of gear, you are able to fully open the throttle, but when it's in gear, maybe the shift cable is preventing the throttle from fully opening up due to improper adjustments? Have someone actuate the throttle out of gear and in gear just while you verify the throttle is opening all the way (with engine off of course).

Hope this helps. At least it will eliminate one possible cause.

My vacuum gauge had readings for fuel pressure too. I think you just hook it up to the output of the pump and turn the engine over a few times (assuming it's a mechanical pump). If it's electric, I think you just turn the ignition to "on."

Of course you have EFI, so my suggestions may not apply. But, it's not like you're being inundated by others.
