So I got my engine turning, cleaned points, rotor everything, still no spark to the plugs however I am jumping the boat from the startor since I dont have the controls yet. I want to make sure it runs before I spend more money on it. Is there a safety switch or something that can stop spark without controls...any input is appreciated, the points actually look very new, there are only a few wires that need to be reaplced throughout but jumping it from starter should cause spark right?

what engine and what year is it ?
if its got a proper set of johnson controls there will probably be a safety cut out on it.
its the little toggle thing you have on a lanyard around your wrist for safety.
a pic of the control box will let everyone know what your set up is.

I dont have the control box, its a 68-69 evinrude 55hp triumph, it didnt come with a control box or controls, i am hesitant to buy them if this motor doesnt even run, i got it to crank but not a spark from any cylinder...its actually in good good shape, I have pictures in a previous post from this morning on another issue, been working all day on it.

Go to cdielectronics.com as they have good trouble shooting procedures.
