no tension when pull starting

15 horse Evinrude, when attempting to start it there is no tension on the starting cord. The cord will pull all of the way out but stay connected to the pulley. When I am pulling the main flywheel doesn't move, I noticed a smaller gear on top of the starting cord pulley that is below the main fly wheel and not engaging it when I am pulling. Is there a spring that hold this gear up to stay connected to the flywheel? when I am not pulling the gear is touching the flywheel, but when I pull the cord it lower itself and doesn't turn the flywheel. Your help is appreciated.

Look at the bottom portion of that manual starter bendix gear. There is a groove there that a large grip type tension spring clips into. If that spring is still there, insert it where it belongs.

You can also wrap a piece of rope with a knot in it around the flywheel for emergency starting.

there is no spring under the bendix gear, that must be my problem. Thanks for your help.

Can U Tell Me If There Is A Trick To Putting The Spring Back On A 5.5 Johnson
