no tilt or trim

Need help. 1996 four winns 200 horizon w/omc 5.8ltr volvo duo prop 265 pshp.
Just purchased 6/28/07/and the drive won't go up or down. Put a new relay and circuit breaker assembly on and the drive went down but not up, all it did was make a crackling sound.The first owner said he replaced the same relay 1 year ago and that took care of the problem. I think there is something else triggering the relay-circuit brkr to malfunction but I don't know where to start. Anyone out there had a similar problem? I have elec schematics but it does not show the trim pump assembly. Is there anyway to bypass the system or am I asking for more trouble? Sorry for being longwinded.

Sounds like you need a new trim pump. Since you are getting power to the motor (Put a new relay and circuit breaker assembly on and the drive went down but not up, all it did was make a crackling sound.). It requires a lot less amperage to let the drive down than to raise it.
