No water from exhaust on Merc 9.9

My 1987 mercury 9.9 has a good strong stream out the peehole, and the water coming out is warm (not hot) to the touch. But there is no water coming out of the exhaust relief holes on the upper motor leg; should there be water coming out the exhaust relief holes on this model? If yes, then what might be the problem here? There have been no indications of overheating (yet). Thanks.

I am not sure if this will help, but...

I have a 5hp Tohatsu with just the oposite problem. I have most of the water coming out of the exhaust holes, as I believe that is what they are, and not the "peehole". The engine doesn't run well!
