no water from p hole with new impeller

I am not getting any water from p hole on my 1987 Merc Classic 45hp motor after replacing impeller. Water was coming out before then it quit so I assumed a bad impeller but now I have replaced that. I am resonably sure I installed impeller with fins turned in the right direction but at my age there are no guarantees. I checked best I could and the hole seems to be open and clear of debris.

more info- I know the key is in place and usually it starts water coming out imediately so I guess I do not have a thermostat

If it peed before then I say the best bet would be to take er down again and double check everything.This happened to me before too.Turned out I didn't have the water tube in the right spot on the upper end.I lined it up again,and blamo...she peed again.
