I have a 99 150 and it takes about 3 minutes for the thermostats to open. Then you get a weak stream(compared to evinrude). You may have a plugged pee'er (if that's a word). Try flushing from you top water hose connection on the back of the cowling. Mine will pee much stronger from that connection. I seem to remember but my memory ain't that good that it'll pee even if the motor is not on. Also a water pressure gauge is a worthwhile investment if you don't already have one. It's pretty low at idle but should get up to 12psi at WOT.

Another thought I just had was that maybe you over - torqued the bolts that hold the water pump together. I'm guessing you got all the plates and gaskets put back together correctly, there is a warning in my manuel about over torqueing. Something to check. I'm not sure what it would do other than cause more friction on the impellor, maybe enough to reduce the flow.

Thanks for the suggestions guys. Backed off the totgue a little and waited about three minutes and it started pumping. Don't remember it taking so long to start pumping, but as long as I show pressure on my dash gauge I should be OK. Thought about tossing the stats, since you would think it would allow constant water flow around the block. but after reading some of the other post I decided against it. Again thanks for everything

Don't toss the 'stats, they are there for a very good reason. You may want to check them to make sure they are operating properly.
