no water pressure at idle

I got my water pressure gauge last week and replace the old one thinking that it was bad since it was kinda foggy. The problem is that the gauge was fine, so my engine has no water pressure at idle!!
If I rev it up a bit it will hit the 2-3psi but that's it.
So, I had put new water pump impeller housing, all, new thermostats, checked the poppet valve and everything looks fine there.
What's next.
I'm more leaning towards a head gasket problem on my engine since it looks like this engine was overheated.
What goes first in case of overheating?? I checked compression and I have 120psi on all 6.
How can I check the passages for blockage, what needs to be removed from the engine?

Check you poppet valve, it is probably stuck in the open position.

I just checked the poppet valve and It looks fine , no signs of beeing stuck open or else.
