No Water To Engine

I have a mid to early 70's 55 hp Chrysler model 555HF. The impellor and housing are in, what appears anyway, to be in good condition (per local tech dudes.) Thermostat has been tested and is OK. However, I am not getting any water to the top end. I have used pressurised air and water up the tube and it is all clear. The tube fits in the housing water jacket just fine. But, still nothing upstairs. What could be the problem?

Are you testing on muffs or with the boat in the water?
Some engines don't lke muffs it seems.
If you haven't replaced the impeller I'd do so shortly, waiting for a tow isn't much fun!

I've done both muffs and water tank, and still nothing to the engine. Could it be that the impeller blades are facing the wrong way?
