anybody have any input on this system to dampen the sound of a 2 stroke?

That stuff looks to be for under deck on inboards and doghouse liner for I/Os. Does your motor have some sound deadening stuff under the cowl? If not, you could glue some mylar insulation there, provided it has the clearance. Normally OBs are fairly quiet at idle, and the noise is worst when on plane. This noise comes from the exhaust, and no cowling insulation will stop that.

have just a small layer of padding under the hood.
