Not acheiving high enough RPMs at WOT

Motor is 1991 75HP Mariner.

My OEM service manual states the RPMs at WOT should be between 4750 and 5250 RPMs, but I am only getting about 4600 RPMs at WOT. I have just performed a link/sync and adjusted the WOT throttle stop screw so the carbs are opening fully.

I am just looking at a new propeller to achieve my max RPMs, or is there another issue that I should look into? (I don't know the current propeller pitch offhand)

If the motor is running as it should then decrease the prop pitch by 1 degree.
