It has to be running about 2000 rpm before it will charge. Are you doing that?
Check all connections in the junction box for corrosion, etc, especially the regulator ground wire
Check the 4 amp fuse AND the fuse holder. The fuse won't work if the fuse holder clips are corroded.
Make up a jumper wire with alligator clips on both ends. Use it to ground the generator field lead (the smaller of the 2 posts on the generator) Run motor 2000 RPM. Does it charge now? If it does, the generator is ok, trouble is in wiring or regulator.
Use jumper to momentarilly touch the armature post on the generator to the battery (+) terminal. Just touch it, don't leave it connected. That will polarize the generator. Run 2000 rpm, does it work now?
Those are the quick and easy tests. Check back if you haven't gotten it working yet.
