not pumping water

Hello-
I just went to start my motor from a boat I just purchased. I dropped the ower unit and visually inspected the impellar. It looked like new so I pupt the lower back on and started the motor.

There was no water coming out the pee hole. I dropped the lower again and the impeller was toasted. I blew thru the lines and there doesnt seem to be any blockages.

I installed a new impeller and its still not pumping water, jey is installed. Any ideas here? I'm stumped, it doesnt seem to be getting water to the impeller. I'm testing it in a barrell of water that goes well above the water intake.

There is an air-bleed hole at the top of the water pump liner that has to be clear so that the pump can prime. Check to make sure that it is open and that the slot in the housing above it is clear.

Im not seeing this air bleed hole, where exactly is it?

I think i found the air bleed hole and it does look like it may have been somewhat blocked, i'll try it agian tonight ater i put it back together

I took my boat down to the boat launch to test the motor again. There was no water coming out the telltale when i started the motor. I then disconnected the hose connecting the two heads together and all of the sudden water started coming out of the tube and the telltale. in fact water seemed to be coming out of both of the heads and the tell tale, but when the hose was connected tot eh heads as it should be, notihing was coming out, it almost seems like the water is fighting against itself and coming out of both heads toward the other one, what is going on here?
