Your in the right place.
The Cobras had a momentary switch in the system.
It killed the engine for a second allowing it to be pulled out of gear
Shift assist and cutout switch.
Sometimes the switch, the button breaks or bends over and doesn't interrupt the motor?
The SA might be bad?
What's the rpms at idle? I think it needs to be under 800

Also if the bellcrank is corroded or dirty it won't allow the shifter to move the right parts.

thanks man, do u know if there is a way to check the esa and am I correct that it has to be in the water for the esa to work properly and also it is my understanding that the esa controls disengaging gears

Needs to be in the water to operate correctly.

The ESA kills the motor for just a bit allowing the pressure to be reduced and the linkage to move.

It has no direct control or contact.

Get the motor running.
Reach in where the shift arm/fork is.
That's where the switches are.
Move the arm up and down.
It should kill the motor for a millisecond.

Check the condition of the switches. The tip or button should be straight.
The can be tested with an OHM meter.

Just be careful when disconnecting the wires.
The ends will pull off.

The ESA can be tested but I don't know how.
It's in the manual.

The manuals out there, some don't cover everything.
Get a factory service manual.

Like I said before the bellcrank if it's corroded or stuck it won't allow the shifter to work correctly.

Drop the drive and check the linkage.

A properly working ESA on a Cobra with the engine in proper tune will not kill the engine; it should lower the idle from about 600-->400 rpm.
That is one of the differences between the Merc Alpha system and the OMC Cobra system.
