not taking stringers all the way out

ive got a guy who wants to do my job....his plan is to cut out the old stringers and leave about 1 1/2 inch were they meet the hull then scarf/angle a new stringer on top and secure with roving/cloth ...is this any good

What is the width of the original stringer and what shape is the bottom 1 1/2". Still, it sounds a bit (American ) Mickey Mouse to me.
