It should only lock down when in reverse. It is supposed to be able to move in forward so if you hit an underwater object with the lower unit, the motor will kick up instead of breaking things.
as well as what jason said,if the problem started after a service, the service tech could have left a small washer out.it goes on the shift shaft and moves the lever for the reverse lock hooks.

Thanks for your response. The reason I noticed what I thought was a difference in the way it was responding was because starting last April the OB is mounted on a system on a Sorensen 9' dinghy where you don't have to take the OB off the dinghy to raise it up for storage on a swim platform. It seemed that recently when I raised the dinghy/OB up onto the swim platform that the OB had more play in it then before. It sounds like rather than an issue with the OB lock down that it might be an issue with the dinghy/OB interface. I appreciate your response. Thanks.
