Ocean pro timing base question.

I replaced my blown 85 150 Johnson with a 95 ocean pro 200 this past week. On my 85 the timing base was stuck when I bought it so I had to free it up and clean everything up good. I was checking out the 95 today and it appears the timing base is either stuck or isn't supposed to move. Can anyone tell me if it's supposed to move with the throttle or not?

It's supposed to move when you advance the throttle.
