Oceanpro throttle/advance

I am struggling with setting up a new remote+cables and see this;
With throttle cable off, the throttle does not return all the way to the stop after opening it. What stops it is the rotating advance thing under the flywheel which is a little stiff. The throttle return spring does not overcome it and push it back to the normal position.
You can close it with a little pressure on the throttle arm or rotating thingy.
I can make it work by adjusting the throttle cable to pull it back all the way.
Maybe this is normal, but I am pretty sure it used to snap right back.
I have the factory book. Any ideas anyone?
At this point i would gladly have paid a pro, but this country doesn't have any.

As Andrew says, it will help to know the year, hp etc, BUT,

Most all of them are the same basic design....so, as far as I know, there is no throttle return spring. The entire system is completely mechanical, and relies on the throttle cable to return the linkage to idle.
At least that is the way it is on my 1996 200s. (Older models, I am not sure.)

The timer base that rotates under the flywheel should be completely free to rotate with NO BINDING from dried grease, pinched wiring, or (Andrew :)) melted stator potting material. Sometimes you can get lucky in freeing it up by spraying WD40 to dissolve any old lube, otherwise you have to remove the flywheel to clean everything up properly.

The link and sync procedure is performed with the throttle cable removed, and it is adjusted and re-attached as the last step.

Thanks. Sorry, the model is the 200 Ocean Pro from 1998.
The throttle moving parts are connected to the rotating timer thing by what I would have called a 'dashpot' some kind of hydraulic damper like a door closer.
It's not named in my manual
. Its a lot stiffer than it should be, sounds like,this rotating timing thing, so I may have to start scratching around for a puller. (No pro's in Antigua, unfortunately - you're always on your own)
After removing the cable , the throttle does seem to have a weak return spring action although I cant see a spring so far. But the spring action is not strong enough to return the timing rotating thing against its friction.
I may be worrying about nothing, and its only the remote and cable that yanks it back to the stop.
will look closer tomorrow.

Ok, same a my motor. NO throttle return spring.
The timing advance / spring loaded plastic cylinder is for adjusting the idle timing and therefore the idle speed.
There is a separate screw for WOT timing adjustment, and still another screw for linkage stop point when throttle is closed.
All these must be adjusted properly during the link and sync process.
Best to get a factory (OMC) service manual, because this is a multi-step procedure that has to be right.

There must be NO binding of the timer base under the flywheel.

Look for the wires coming from the timer base to maybe be binding under there. There are two metal clips holding the timer base.....they can cause binding, but can only be reached with the flywheel off.
I will repeat....no binding; free to travel fully is a requirement.

The throttle is returned to idle by the throttle cable.

Thanks - that was the situation. Once I got the throttle cables set up to push the throttle lever against the stop I was in business.
It seems a bit touchy , this adjustment, because if you adjust too tight there will be force trying to push the cable against the stop, but if too loose the throttle will not be consistent for idle. There is a bit in the manual about doing this with the throttle handle halfway between forward detent and neutral, rather than in neutral which you might expect. I did it the way they say and now my shift and throttle are almost a pleasure to use.
I want to thank this board because with your help i was able to fix my ultra-stiff shift and also the broken cable and remote that resulted from using two guys to shift gears. particularly in Antigua where basically there is no one who can help you with technical problems
