If it looks like a whaler I am certain it has to be foam filled, too. Look for a drain plug for the inner hull (there shouldn't be one).
Inner hulls in that design do not dry out if water gets in them; they are designed so water won't but unsealed screw holes in the deck or below the water line, open cracks, etc. can let water in. If you live where it freezes, that can cause damage. If not, it's merely extra weight and usually not that much when you think about it. Look at how it sits in the water or weigh it.
