oil fill plug

at the beginning of my water pump replacement the manuel says to take the oil fill plug and drain whatever is supposed to be in there. Well, nothing came out but a couple drops of a white runny substance. Could this be a problem?

Well yeah!
the lower end needs to come apart and be resealed. You didn't say what motor you have. The bearings and gears may be shot, but you may get lucky as well. I have a 18 hp evinrude that had not been run in 24 years and the gear box had about 2 ozs of oil and the rest was water. The old evinrudes use bronze bushings. Everything was fine. I just resealed it and she is good to go.

There are two plugs. The upper one is the fill and the lower one is the drain. Did you remove both of them?
