Ok 35hp evinrude new problem not major

I got my little "my motor dies coming off plane" problem completely solved, it runs terrific, starts up great idles perfectly and runs good...until, i run at WOT after a few seconds at WOT the motor starts to surge, and when i say surge i mean WOT-Idle, it tries to die...here is the possible problem, maybe you guys can shed some light on it for me.

I just built a new casting deck in the front of the boat, all of my fuel and battery sit on a nice deck below the casting deck, between the front bench and the rear bench...My fuel line runs from there to motor. This deck sits at an angle, i cant tell how much, but the sending unit to the motor where the gauge and line come out, are on the uphill side of the slant. The tank (6 gallon metal) only had about 1.5-2" of gas in it, as this was a shakedown. Could my motor be asking for more fuel at WOT than i can give it in these circumstances ie... i need a half or full tank to run it like this, i can WOT and plane out and back off to a 3/4 throttle setting, and it seems to be running well.

Sorry, for clarification, the fuel and battery sit between the front bench and the middle bench, not the front to rear...

Its not impossible, did you try pumping the bulb when this happened?
Its more likely that you have a small air leak at one of the fittings in your fuel line, in my opinion.
