They call it a Fast Idle lever but you use it for starting the engine and once the engine has warmed up, you return it to the flat position and use the shifter. As well, I am sure you are aware that the "Push to choke" function is obtained by pushing in on the key. Put it in the water, use the Fast idle to allow the engine to warm up, gradually reducing it to the flat position and when in Forward, advance the shifter and see how the engine response is.
