87 45hp classic fifty. I was having the issue of no power under load, I just took the Carbs off and think I may have found something. I found the top carb I couldn't blow through like the bottom, when the float was down. does this sound like it could have been the issue. Does it affect the cylinders with something like this? thanks for your help.

I don't know what you are blowing through. If the fuel inlet on the side of the carb then yes you should be able to blow through it with the float down and the carb held in the normal operating attitude. Your needle valve must be stuck.....varnish likely culprit.
