old merc shifting problum

I have a 35 hp merc outboatd that will not go into reverse ever sence I changed the impeller.
I hav pull it apart 5 times and it still will not go into reverse.
Any how to video out there?
The shifting spline just spins and will not change gears.

Don't think much of those 2 lever controls, single lever MerControls are on ebay right now cheap.
Take the reverse lock cam off making sure to not pull up on the shiftshaft then: Turn the LU shift shaft by hand counter-clockwise until it
stops, then with Vise Grips tight on the bottom of the shaft turn it a
few more degrees CCW until it clicks into a stop, this
should be neutral - check by turning propshaft --
do not shift into reverse unless you turn the propshaft at the same time.
If it is in N go ahead and attach LU to driveshaft housing with control in N.

Turning it by hand may make you think it's as far as it can go. But as merc850 says a little more leverage(vicegrips) and it should click into gear.

Well pulled LU off again and started the procedure above but discovered that the shift shaft just turns ond turns does not catch on the splines at the bottom of the LU unscrewed round keeper on the top of the shaft and pulled out the shift shaft the splines on the shaft looked good and micked out at 31 mm.
Guess something broke at the bottom of the shift shaft.
Next question is how to pull the prop shaft and seals and bearings to get to the forward bottom of the shaft to see if the pin has snaped?
