old mercury junk or not?

hello bought an old winner runabout to restore ( great shape) it has what appears to be the mercury motor thunderbolt ignition 65 hp it's had since new about 1970' but the seller says seized .looks clean ,no corrosion and all the parts are there is it junk ? just wanted some thoughts before i take it off the transom i can just leave it and take just the boat either way i couldn't figure the tilt on the engine is it that difficult to tilt on order to raise for towing thanks for any comment's or suggestions

If it's power trim screw the release knob on the pump in and tilt it up if it don't have power trim just shift it into fwd gear and it will tilt. I would take it home and put some powertune in the cyls. and let is soak for a week then see if I could break it lose.
