Old Sears 4.5hp outboard

I have I believe a 1974 Sears Ted Williams 4.5 HP Outboard engine I bought new, however it has been stored for several years. I am trying to get it run again. It appeared to not be getting any fuel. I have taken the carb apart and replaced the gaskets, float valve and seat, and cleaned it thoroughly with carb cleaner. Which brings me to this issue, when I turn on the fuel valve the fuel pours out of a hole in the base where it bolts to the engine . See photo. Thank You

Thanks. I would swear I put that part in there. I have three in the kit, one is open on one side, I believe that was the one installed, the other two are closed. Would there be a correct orientation of the one that is open on the side? I have a manual that came with the motor, but it doesn't show how the bladder is installed. Thank You

Eska says at the slot is to be at a 45 degree angle sort of like 2 to 8 on the clock.
