older chrysler running funny

I picked up this motor and found it to have no compression,i found the head gasket blown.Replaced it,and then when we went to change the impeller we noticed the water tube just came right out,so we replaced that little grommet and we put in a 12 blade impeller.

So in the tank it is running fine,water spitting fine.

I take it out for the first time friday and it is running great.We are make run's from spot to spot and all of a sudden the engine will not push the boat over 5mph.

So i have to idle back 5 miles,get it loaded up and take it home.

I put it back in the tank today and it is running fine,i even put it in gear and it ran fine.

I originally put sea-foam and 5 gals of gas and quick silver oil

Well Friday i put in some few week old gas from the garage and mixed it with Pennzoil

Should i put fresh gas,quick silver oil and a in-line filter?

The carb's look brand new,so i didnt bother tearing into them.

Am i on the right path here? I have no idea how long the motor or the boat has sat since it was running.

Before it went goofy on me on the water,it was running great.

Also there was some oil on the outside of the block near the plugs,but the middle plug was loose,could that have caused the oil to come out?

Like i said right now it is running great in the tank

Would not go over 5mph.Would the motor rev up and not push or just not rev up?
Check the plugs for even burn?
Check the diaphram in the pump?
Compression test?
Spark test?
Do these and get back.J

Mark ther prop and see if it has a spun hub. The engine will rev but the boat will not go, yet if you idle or go slow, it will move.

ok i narrowed it down,i put in new cables a few weeks back and i noticed last night that when i put it into full throttle the little curved arm that pushes down on the rod attached to the carbs isnt going all the way down,is this adjustable and should i adjust the throttle cable
