OMC 2.4 + stinger 400 Strange hole intermediate housing filled with oil

I was having some trouble with the tilt motor on my OMC 2.5L with a Stringer 400 stern drive. While looking at the tilt motor I noticed some milky oil around it and upon further inspection I saw that the hole in the picture was filled to the brim with what I assume is gear oil from the intermediate housing. Is that hole supposed to be capped? How did the oil got out? Is it possible the seals failed and because of the increased volume of the water saturated oil the pressure pushed the oil pass whatever cap is there?

The hole would have been open if the engine was a V8 for the other water hose to the other side of the engine. The cover is the chamber for the bearings on the intermediate shaft. The tilt clutch housings always has
water in them. there may be a drain screw on the bottom. Refill it with motor oil.

Ok but how did that hole fill up with oil? Is there a screw at the bottom?

I cannot answer that question. The hole is blank.
