Hey, I am so mad at myself!!! I just replace my tilt motor again thinking it was burned up.... well I did a last resort and loosed it up, and it worked. So I just looked up the torque spec for the tilt motor bolts.... and I got this. I wish someone knew or said this here, So I'm posting it, it would have saved me hours of trouble shooting and pain in the neck changing it multiple times. If you get a click - loosen it up.
The mounting bolts for an OMC 800 (Stringer) tilt motor should be hand-tightened plus about 1/2 turn more with a socket, rather than cranked down to a specific high foot-pound torque spec. [1]
