omc cobra, pivot housing gets water?

1986 omc cobra. Does any know why the pivot housing is hollow and gets water from the sea water pump. I did not remove the outdrive to winterize it this year. I didn't have the boat out this year. Just ran it on the muffs for about 10 minutes. Bad economy and bad fishing didn't make it cost effective. I rewinterized it ( closed cooling through the manifolds). Can't figure out any good reason why sea water would run into the pivot housing? Sea water goes in, but doesn't go anywhere. I back filled everything with prestone. The extra just spilled onto the ground. Don't worry my cats are OK. Any input, except on the cats would be appreciated. thanks in advance.

That's a very good question I've not given it much thought until now, the proceedure outlined in the OM does indicate to drain the pivot housing.
Maybe the cavities were a result of machining passageways ?

I can't really see a reason either. I was just curious if anyone knew why they did this.
