It could be that it was misadjusted up top and maybe be remedied without pulllng the drive but it's a crapshoot, ground zero adjustment is behind the drive and everything else follows that setting.

So if I disconnect the cable and try to shift manually with my hand it should work? or if its a bad cable it wont?

SHould i do this test engine on or off?

Not exactly, by disconnecting the cable and shifting it manually only proves the drive is capable, the cable could be worn out and out of adjustment yet still actuate the shift rod manually.
You can do this without the engine running but it helps to have a helper there to turn the prop as you shift, once the drive is fully in gear either forward or reverse you should no longer be able to turn the prop.
Now with the drive in neutral and the shift lever also in neutral, attach the cable end back where it goes and the trunion (barrel) should sit right back into the pocket comfortably, you may have to give it a couple turns to lengthen or shorten it up bit it should slip right into the pocket without force, then put the retainer clip back in. If that adjustment is off even a little bit it won't shift right.
