You can't do it that way, you have to check the dwell with the engine running. If it's off, you open or close the points a little to change the dwell.
Dwell is the angle (in degrees) the points are closed between the cam lobes in the distributor.
Depending on the type dwell meter you have, I just hook it up and crank the engine over with a
Remote Starter while the cap and rotor are off and adjust the dwell. On my meter, I usually have to add a few degrees of dwell while setting the points when cranking, which usually gets it just right when actually running.
It's a trial and error thing.
