OMC Cobra Trim and Tilt Problem

I have an OMC 350 5.0 motor w/ a cobra outdrive. The tilt and trim control switch moved the outdrive up and down fine last week. Now the tilt and trim switch doesn't move the outdrive. I can hear and feel the trim/tilt motor running...it makes a whining noise but the outdrive does not move up or down. Assuming the transom mounted tilt/trim system needs ATF fluid...? How do you check the system and refill to proper level? Any suggestions? Thanks

should show how in the manual. remove the fill plug and add oil.
