omc-remove steering arm from engine side ?

1988 OMC 4.3L - need to do some transom repair. Trying to remove transom assembly,stuck at steering arm. Tried making a puller by stacking a couple of washers and putting pins in the holes - soaked overnight with wd-40.
Does not budge (boat does turn correctly, so is not frozen). Using original bolt that was in the center hole - feels like I am starting to strip some threads.
Since I am taking the entire transom assembly out, can I just remove the steering arm from the engine side and pull it out that way ?

Ayuh,... Is this a Stringer drive, or Cobra,..??

sorry, it is a cobra drive.

I just replaced my whole transom cobra assembly just leave the arm on the housing and disconnect on the inside by removing the cotter pin and then push the other pin out .. the arm will stay attached to the top of the gimbal hosung ,

thanks sawdust. I just went ahead and started getting the engine ready to pull, will take care of the arm once it is out. I appreciate the help. As I get older, I get frustrated and more scared that I am going to break something. I guess that is from decades of fixing it myself and ending up paying more then if I had someone else do it - wife just never understood, things were always just "better" if I fixed them myself. As I have aged and gotten lazy, I get frustrated easier. Basically just fat and lazy I guess
I figure I will still end up taking it to someone when it is back together to do the adjustments as I will need the alignment plate etc....I will keep an eye out on ebay tho. 1st thing tho is to do any transom repair needed and fix the motor mounts and any stringers that need it. Is actually more work then I bargained for, but i guess for the price I paid, I can't complain. Once fixed, I doubt I could get anything as nice for the money I will have in it. Biggest thing for me is not getting impatient as I tend to do now.
