Your problem is the ring gear on the fly wheel is worn out.

Does the motor ever turn? Can you turn it by hand? Take the plugs out check for water BEFORE you try to get it started.Try to crank without plugs to evacuate cylinders ground the coil first. If it doesn't turn shut off bateries and ignition switch move the engine a bit by hand to try to catch a good spot. Still no good? Remove the starter have someone turn the motor by hand (if possible) look at the ring teeth if ok the starter pinion may be smacking dead into the face of the gear. Buy shims and have some fun.
AL

If the engine turns and the starter is new and works on a bench and the ring teeth are ok he probably has a shimming issue. I just put a high torque mini in mine they are great require no shims.
AL
