Per your vid, the operation is perfectly normal. It is still three times faster, going up, than the hydraulic black anchors (Mercs, etc)
If you are new to the boat, three pieces of advice. One, never run the OD straight down to stop. Learn when you are near the bottom, then 'bump' it the rest of the way to stop. Otherwize you will end up blowing the sector shaft right out into the briney deep.
The second is, never use the tilt as a trim. Only in emergency shallow water situations should you ever run, no more than, about 15-20% up tilt to get the boat into deeper water. Your ball gears should never go beyond about 1/4 wear. If so, replace them.
Third; due to the age of the outfit, and my assumption that the tilt motor gets very little attention tucked way down where it is, I would pull the motor and check for cleanliness, brush wear and commutator clarity. It is not uncommon that for the tilt gearcase to take on water. This works it's way up the shaft and into the motor. There are little tricks to keep/reduce this from happening. Let me know if you are interested in them.
Your tilt motor is held on by two long thru bolts. When you remove them the motor end plates will come loose, so hold onto them as you extract the motor; especially the back plate with the brushes and wiring.
